President Washington personally chose the site for the capital. Washington ignored the southern limit set by Congress, starting the survey at his home town of Alexandria, and asked that a law should be passed to authorize its inclusion. Part of this area had been considered for the federal capital some years before, when Congress had voted to establish two capitals.
