President Washington personally chose the site for the capital. Washington ignored the southern limit set by Congress, starting the survey at his home town of Alexandria, and asked that a law should be passed to authorize its inclusion. Part of this area had been considered for the federal capital some years before, when Congress had voted to establish two capitals. This is the report of the committee appointed by Congress in 1783 to recommend a site near Georgetown.
