ATTACHMENT C (TAB H) Security List and Accompanying Letter dated December 20, 1952 concerning February 24, 1952 Joint Panel Meeting. RESEARCH AND DEVELOPMENT BOARD WASHINGTON 25, D.C. 20 December 1951 Mr. Kenneth Kasschaw Director, Research & Medicine Office of Oak Ridge Operations U.S. Atomic Energy Commission Box E Oak Ridge, Tennessee Dear Mr. Kasschaw: This letter will confirm our telephone conversation of today. Inasmuch as Dr. Shields Warren had stressed the importance of early contact with your laboratory, I am happy to talk with you today in the absence of Dr. Woodruff. As you requested I am enclosing a copy of the security list forwarded from the Office of the Secretary of Defense to Mr. Bryan F. La Plante, Washington Area Security Operations, U.S. Atomic Energy Commission. This list represents all possible persons who may attend the meeting. Actual attendance will probably prove to be 75%-80% of this total. I am sure Dr. Aub will accept Dr. Warren's suggestions (reinforced by yourself) relative to which units would most profitably be visited by the Joint Panel on Medical Aspects of Atomic Warfare; however, final decision will rest in Dr. Aub hands. Since only one day can be devoted to our inspection tour, two of the units will more than fill the time as you pointed out during our conversation. The tentative schedule will be as follows: 1. Sunday morning, 24 February 1952 - Arrival in Knoxville (from Washington area, mostly by train; elsewhere, probably by air). Names of individuals and places and times of arrival will be furnished you at a later date. 2. Sunday afternoon, 24 February 1952 - Ad Hoc group meeting. Room to accommodate 15-20 people will be sufficient. 3. Monday, 25 February 1952 - Visits to facilities and possible very short briefings, re: the facilities which we will be unable to see. If you and your staff feel the latter will overload a heavy schedule, it may easily be deleted. ORGANIZATION & MANAGEMENT Mr. Kenneth Kasschaw (cont.) 20 December 1951 4. Tuesday, 26 February 1952 - The business meeting of the panel will require most of the day. (Room to accommodate 25-30 people.) 5. Tuesday evening, 26 February 1952 - Departure, if train and plane schedules can be met conveniently. It is my understanding that Dr. Warren's office will forward you final approval of the security list for attendance at the meeting. The office will be in contact with you from time to time as definite plans materialize. Sincerely yours, Signed: Thomas B. Spencer, M.D. THOMAS B.
